It is underpowered. 1 building and 2500 slaves for 55 jaffa (that is with 10 points in explosives)? That is 165 naquadah. Creating slaves is free and most people can create that amount in 20 minutes. 1 building AT MOST costs 72 naquadah (without infrastructure tech, building credits, and assuming you have 5 planets). The entire tech is useless and sucks up the points you want to spend on the tech below it. Additionaly, there is an overpowered tech just to the right of the explosives tech where you actually GAIN naquadah for every sucessful agent mission where you DESTROY the other person's buildings. Not balanced at all.

ya I might lower it
Keep in mind im going to allow Jaffa to disable hyper drives on ships and the tech below explosives will just enhance it. so Jaffa will get that as well. So was thinking of having explosives be more of a plus then a main effect. Oh and thinking of letting Jaffa kill agents too

Yes but if their main purpose is to disable ships than you are sending them to their deaths and will lose all of them. So the only benefit for losing your Jaffa will be that you temporarily are keeping a ship stuck on a planet. Most people won't use Jaffa this way.
