You could solve that problem by having 5 flying fleet slots and 20-25 parked fleet slots

Take away radar from TR and CS so that people cannot use CS to siege planets

Again this is something unbalancing the game.
You can guess the move of the oponent... and calculate how much time he will get to come back if you follow his fleet.
If you add this with radar on fleet, it's very powerfull.

I had minimum set to a hour exactly for your reason but people complain saying old astro was 15 mins.

So idk

Shadowing, 15 minutes is fine, as long as players still get half TT to alliance owned planets.

The problem now is 15 minute incoming attack. Takes one minute to respond so player arrives to defend alliance 1 minute late.

Even if set to an hour defending alliance has the same problem because they can’t get to the attacked planet in time because alliance members still have hour minimum travel time to each other.

Makes defending impossible. Virtually

It used to be 1hr from out of systems and 15mins in system but to alliance you could do half.
