Large Change to Social

So apparently I made a mistake. I never added a social table in. I just had it set to each social level set the max just like culture.

Anyways now i changed it back to how it was in original Astro wars.
Starts off with
Social 0 sets pop max to 5.
Social 2 sets it to pop max 6

At Social 10 though its one max increase for each social.

I'll be adding in all the tables this week so everyone can see them.
