Some of the most successful communities and governments have a system of checks and balances to keep all parts of the government in check so that not 1 part of said government rise above all of the others.
I propose a triad of alliances be formed using the best and top players. I will not be included in any of these alliances due to a possible claim for bias. These alliances will act as a force to keep the tyranical beast at bay. If it is reported that an alliance is forming tyranical habbits and being succesful, they will investigate hold a trial and fix the problem.
At the same time, if one of the 3 alliances is causing the issue, it is the duty of the other 2 to resolve the issue after an investigation and trial.
These alliances will be composed of neutral peaceful players that seldom attack. For one or possibly 2 of these alliances I nominate The Asgard Council and whatever brach comes off of them in the reduction to 10 members per alliance. They have proven to be neutral in the past and will continue to in the future.
Can I get a second on my nomination?
May I get another suggestion for the third alliance?
Any further mature thoughts or concerns?

Honestly, I like the theory behind checks and balance. But ultimately, it will succumb to those that back it up.
what's to say all involved alliance in Tribunal will not become corrupted by their status of power. It's basically the System Lords hierarchy from show. If your suggestion is to work there will need to be more than 3 Parties involved.
You have to expand to Confederation/Coalition of Alliances.
You will need to establish:
1. Terms of:
a. Parties
-Maximum number
-Criteria
b. Powers
-what do
-limitations
c. Breach
-what is considered a breach
d. Punishment
-what will be done to offending alliance(war/destruction/other...etc.)
Not only that, but you will have to get ALL Parties to honor the "Term(s)".
IMHO this "could" lead to the next Tyranny of server if done incorrectly or if Parties involved get corrupt/power-hungry/or disregard terms outright.
