When I view the Technology screens, there are tabs for Advanced and Achievement technologies. How are these points earned?

I built a Research Facility which is on the Advanced tab of the Build menu. Even so, when I view Technology > Advanced everything I click shows "You need an Advanced technology point to do this"

achievement tech is gained by taking over space stations; each station gives you 1 point.

Advance tech can only be bought in the market with real money. you start out with 5, I suggest you put it in production. Advance buildings and advance tech have nothing to do with eachother. You built a +50 tech points building, that will give you 50 regular tech points to spend.
