Okay, only a few people use agents and here is why:

There are 400 sectors, and the distance limit is still pre-reset. So you can only go over a few sectors to infiltrate. And with endurance being so small, it might be better to allow infiltrations across all sectors but the endurance costs more like spy drones.

Distance is measured by the amount of agents you have.
right now with 300 agents you can go 8 sectors over. Idk seems pretty good to me.
