Since 2 or 3 days all my building on all of my 3 planets are permanently dropped down to 49 resources and 45 Naqahdah.

yes. Shadowing changed many things.. this is one of them. You can find out more if you read the patchnotes ;)

Ya building cost only increases according to how many planets you own
