Can't take over a planet I besieged

So I'm very new to this game and attacked a lvl 2 npc world then when I go to take it over it is saying some message about you must take an at least lvl 4 planet...
So I take over a lvl 5 npc world go back to the lvl 2 planet to try and take over and same message what is up with this? Why would I not be able to take a lvl 1-3 planet?

its telling you the minimum planet level you must take over for your next planet.
Add up all your planets divided by 2 and thats the minimum level you can take over.

What ever you can do or dream you can always begin it because boldness has genius, power and magic in it
