Player can't leave faction?

So a person would like to leave our faction, but they can't... For some reason when they press leave, they receive a message saying that they have to return their troops home. They have no troops out from their home world, so this doesn't make much sense... If someone knows how to fix this, then great. Please help at your earliest convenience. (For those of you wondering, no one is reinforcing any of their planets.)

They need to return all sieges (Sieges also mean alliance reinforcements) to their own planets. That way they can leave
