Yes the top 5 players are in the Alteran Council. And yes they are very high GC. However they are safeguarding the galaxy from agreessors. So Frownee, I, and a few others have created the United Federation of Gods (UFG). This shows that smaller players can band together! And form their own powers within the known galaxy (basically). Anyhow we are now the second highest power in the galaxy (I think. Alteran is 1st). And if you need in this is the basic structure.

1: Gotta have 40kGC (Its reasonable)
2: Gotta have 1k status (Farm AI planets)
3: Membership is permanent unless you break a treaty

With the UFG rise we prove that smaller players lower then our GC can make their own alliances.

our intention is not to bully low networth players. Our intention is to safeguard the galaxy from any wannabe tyrants :) I assure you we are peaceful unless one of us are attacked.

It will not change in future i have always tried and successfully maintain my peaceful stance as the Alteran Council will continue to do so neutrally of course.
