I think it would make the game more balanced if you added the option to build a stargate on a gateless world. It could be one of the advanced buildings. If that's not possible you could add a mission to steal a stargate.

Or even stealing a gate from another world and taking it to a different world. That would stay on track with the series as well.

Gate theft would seem reasonable, though mechanically difficult to maintain.

Gate building though, that seems like too far a departure from flavor since the goa'uld never possessed the means.

How would it be difficult to maintain? Shadowing already has some code in place to generate stargate addresses, atm it either generates an address for every planet but only shows it for ones with a stargate, or it only generates it for ones with a stargate.

Either way, not very difficult to get it to generate for every planet.

As for the stargate being present on every planet, that'd be a simple bool check in the code;

if (stargatePresent)
{
// Enable stargate specific stuff
}

Stealing, burying the gate or whatever, would simply alter the boolean state.

As for building them, it could be a race advantage, it's known that the Asgard can manipulate gate technology, so it's feasible that they could build one, if they don't already know how. Them along with the Furlings were allies with the Ancients, so it's not unfeasible that the Ancients shared the technology with them. But the Goa'uld never knowingly possessed the technology to build them, what's the point when there are so many planets with one on, easier to just steal one.
