Okay since the game is called system lords here are some possible improvements:

1. make the council based off of networth as well as status
2. hold a monthly vote for a new system lord member by popular demand
3. give the system lords a forum to talk in
4. ill add more on...

If anything, the system lords should be the leaders of the top 9 alliances.

System lords are about power and influence, hence leaders :)
