i would like to suggest that the amount that pillaged supplies taken be a percent of the planets total naq on success. this way a player can't just pillage all of another's naq as well as following and it follows the idea that as a planet contains less and less naq what ever is left will be more closely guarded.

this can be majorly exploited by using multi accounts, it used to be like this until it was majorly exploited that's why its changed to what it is now.

if something is exploited by breaking the rules you shouldn't remove a good and accurate dynamic you should improve security
