Shipyards would be expensive and you can only build hataks from them and hataks only repair when at that planet. Shipyards could be 25building points as they are so important.
Would bring in a tactical point as people would want to target your shipyards first etc...

maybee implement the shipyard so it works with the spacestations to give it a weakness. and giving spacestation and real worth buildning some of.
