Why I can‘t join an alliance during a colonizefleet…

Why is it not allowed to join an alliance while a fleet is underway.
„ you can’t have any en route armies”
What is the reason for this?
I can understand if a attack with destroyer/battleship on way ,but colonizeships?
Therefore my suggestions..”only warships”

The original system was for System Lords another game I developed and they didnt have non attacking ships in a fleet.
So I didn't add a filter for that.
