Advanced Buildings cost/payment change.

Hi Shadow,

It would be nice to be able to pay-off advanced buildings the same way you do for a space station, instead of having 120K-250K on hand.

Im not sure about anyone else but im terrible at saving, this way I can put leftover Naq into it and not be able to get it to it and spend on military assets.
